The British Council is recruiting short-term experts to support the delivery of ‘Media for Youth” project in the Western Balkans.

About the programme

The aim of 'Media for Youth' project is to help young women and men in the region strengthen media literacy and digital skills, through the process of creating quality, accurate journalistic content on issues that are relevant to them. Furthermore, the project will enable youth media outlets to put into practice learning from training they have received under the CSSF-funded 'Media for All' programme, deepening their learning and widening their experience.

The programme will start in December 2021 and is expected to last until March 2022.

We are looking for short-term consultants who have a background in the following areas: 

  • Project supervisor consultant (up to 70 days)
  • Monitoring evaluation and learning consultant (up to 40 days)
  • Project implementation support consultant (up to 70 days)
  • Junior Finance consultant (up to 70 days)
  • External engagement and communication consultant (up to 40 days)

Requirements

1) Project supervisor consultant (up to 70 days)

    a) At least 5 years of experience of working with diverse and dispersed teams and project partners; preferably with focus on media and youth 

    b) Proven experience of coordination of complex international projects (at least one); preferably experience with the British Council

    c) Graduate degree or higher

    d) Experience of working in the countries of the Western Balkans

    e) Experience of project resource coordination

    f) Excellent written and oral communication skills; excellent organisation skills

    g) Fluency in use of IT, digital platforms and social media

    h) English language level C1 or above

    i) Working knowledge of one of the local languages of the Western Balkans level C1 or above

2) Monitoring evaluation and learning consultant (up to 40 days), with

    a) Degree level or higher qualification or equivalent experience in specialist area relevant to job.  

    b) Excellent English writing and presentation skills 

    c) Minimum 4 years of relevant experience of managing and delivering MEL activities, preferably experience with the British Council  

    d) Demonstrable experience in providing expert advice and guidance on MEL 

    e) Experience of working with teams across the region to develop and maintain an effective monitoring system that responds to information needs of a project

    f) Advanced Excel skills are essential 

    g) Proven ability to work with and analyse both qualitative and quantitative data 

    h) Strong communication skills and ability to work with diverse team and partners

3) Project implementation support consultant (up to 70 days)

    a) At least 2 years of experience working on international and/or regional projects

    b) Graduate degree or higher

    c) Excellent written and oral communication skills; excellent organisational skills

    d) Fluency in use of IT, digital platforms and social media

    e) English language level C1 or above

    f) Working knowledge of one of the local languages of the Western Balkans level C1 or above

4) Junior Finance consultant (up to 70 days)

    a) At least 3 year of experience with assisting the implementation of project’s procedures, including collection and storing of documentation from all sub-contractors 

    b) Experienced SAP user, preferably with the British Council

    c) Experience in finance monitoring and preparation and analysis of financial reports

    d) Graduate degree or higher

    e) English language level C1 or above

    f) Working knowledge of one of the local languages of the Western Balkans level C1 or above

5) External engagement and communication consultant (up to 40 days)

    a) Degree level or higher qualification, or equivalent experience in specialist area relevant to job Experience in managing communications within a project

    b) Demonstrable experience in providing expert advice and guidance on internal and external communications

    c) Demonstrable experience in managing and mitigating internal and external communications risks and crises

    d) A good knowledge of the media landscape across the WB

    e) Excellent written and oral communication skills; excellent organisational skills

    f) Fluency in use of IT, digital platforms and social media

    g) English language level C1 or above

    h) Working knowledge of one of the local languages of the Western Balkans level C1 or above
