UNESCO, the British Council and the Italian Agency for Development Cooperation (AICS) are jointly managing “Culture and Creativity for the Western Balkans” (CC4WBs), a project funded by the European Union to foster dialogue in the Western Balkans by enhancing the cultural and creative sectors for increased socio-economic impact.
Over a 48-month period (2022-2026), the CC4WBs project aims to develop the capacities of cultural and creative sectors across the Western Balkans by acting at multiple levels and through the implementation of a system of mutually reinforcing activities leading to complementary outputs. The combined outcomes of these outputs, underpinned by a common strategic vision, are expected to enhance culture for social cohesion and sustainable development (Intermediate objective) and to foster reconciliation and good neighbourly relations in the Western Balkans (Long-Term overall objective).
In particular, by bringing together their respective strengths and competitive advantages, the three Partners will support more inclusive and effective cultural policies, enhance regional cultural cooperation, promote the mobility of artists and cultural operators, enhance the circulation of creative goods and services, and provide financial and technical assistance for cultural and creative industries (CCI). The project will also stimulate the protection, management and promotion of cultural heritage, as well as enhanced public-private partnerships in the cultural and creative sectors.
The British Council is looking for qualified short-term consultants/experts or other individual specialists who may be engaged in specific tasks to support the delivery of capacity building activities. Applications are sought from consultants/experts with professional experience in the cultural and creative sectors in WB and in developing and implementing capacity building activities that will take part in form of LAB, Master class and workshops.
Capacity building activities will be tailored to the needs of grantees (beneficiaries). Consultants will be responsible for delivery of a set of capacity building activities, together with project grantees (organisations) and should be able to review their needs, gaps and fields of improvement and design training and deliver it accordingly in line with projects’ workplans.
The capacity building activities will take place in form of LABs, Master Classes and Workshops.
LAB refers to a place or activity that should be conductive to learning new facts by experimenting or systematic observation.
Master Class refers to a place where someone who has an expert knowledge and skills in particular area is sharing with specific target group.
Workshop refers to a type of capacity building (training) generally designed for a group of people, in which the content is practical, specific to the needs, interests and affinities of the group, and which enables cooperation and mutual support among participants.

Master Class:
- Colour Correction and Colour Grading in Film (Cetinje, Montenegro and online, June 2024, max. working days two (2);
- Sound Design for Film (Master Class will take place in hybrid model. Face-to-face part will take place in Cetinje, Montenegro and the online part will take part on zoom or teams. The expert is expected to be present in Cetinje, June 2024, max. working days two (2);
- Curatorial practices (Master Class will take place in hybrid model. Face-to-face part will take place in Podgorica, Montenegro and the online part will take part on zoom or teams. The expert is expected to be present in Podgorica, April 2024, Max. working days five (5);
- Light Design for Theatre (Belgrade, Serbia, January 2024, max. working days seven (7);
- Sound Design for Theatre (Tirana, Albania, March 2024, max. working days seven (7);
- Video Operation in Theatres (Pristina, Kosovo, February 2024, max. working days seven (7).
Workshops:
- Audience Engagement (Belgrade, Serbia or/ and online, March- April 2024, max. working days five (5);

Objective
The objective of the capacity building (training) activities is to transfer high-quality, relevant, current, professional knowledge, share experience and give advice to the project specific target group.
The primary objective of the capacity building activities (LABs or Master Classes or Workshops) is to provide participants with a comprehensive understanding of the theme and equip them with knowledge and skills necessary to effectively work and collaborate with diverse professionals in the CCI in the WB and wider.
GENERAL SCOPE OF WORK
The Experts will be responsible for delivery of the capacity building activities (LABs or Master Classes or Workshops), as part of the “Culture and Creativity for the Western Balkans” project activities.
The work will be to a high quality, to the project budget limits and compliant with relevant British Council standards.
Main tasks and responsibilities
Experts should be responsible for some, or all of the following activities:
a) Design of capacity building activities with specific theme;
b) Capacity building activities delivery;
c) Producing a short final report after completion of the capacity building activities;
d) Feedback (consultancy) session with the participants.

Desirable
- Proven experience of working in a global organisation or projects;
- Proven experience of developing and implementing capacity building programmes for donor funded programmes in arts and culture (e.g. Foreign, Commonwealth and Development Office, European Union);
- Relevant education related to one or more fields listed above;
- Excellent knowledge and proven experience in working in one or more fields listed above;
- Relevant knowledge of the Western Balkans culture and creativity sector.
Language and skills
- Excellent English writing and communication skills;
- Knowledge of any local languages (Bosnian, Serbian, Croatian, Montenegrin and Albanian) would be an advantage.
